Training programme on CORPORATE SOCIAL RESPONSIBILITY – PLANNING AND IMPLEMENTATION

Centre for Science and Environment (CSE) recognises CSR as a key business process that helps organisations demonstrate their commitments to being socially responsible. In fact, after the amendment of Companies Act in 2013 and promulgation of CSR Rules in 2014, addressing and reporting CSR performance has become mandatory.

This training programme is designed based on the provisions of the Act and Rules. The training programme aims at giving practical exposure to participants on CSR with specific reference to the regulatory framework, formulating CSR strategy and policy, stakeholder engagement, methodologies for implementation, performance evaluation and statutory reporting.

The objective of the programme is to build a cadre of CSR leaders and professionals who would assist in effective development and implementation of CSR activities of organisations for the benefit of communities as well as business. This training programme will be relevant and effective for CSR heads, senior and mid-level managers, CSR practitioners and implementation partners, NGOs, etc.

Centre for Science and Environment recognises Social Impact Assessment (SIA) as an important tool to inform decision makers, regulators and stakeholders about the possible social and economic impacts of a development project. To be effective, SIA requires the active involvement of all concerned stakeholders. CSE has developed a five-day training programme aimed at giving practical exposure to participants on SIA with specific reference to infrastructure, mining and other industrial projects.

The programme is designed based on the new Act, “The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013”, and will be relevant and effective for SIA practitioners, officials from state land department, municipality, district collector, sub-divisional magistrate, developers, academician, students, NGOs etc.

The objective of this programme is to build a cadre of trained professional who can conduct and review SIA reports. The programme will also impart understanding of the issues and challenges in land acquisition, enhance skills in socio-economic surveys, public consultations, data collection, planning land acquisition and rehabilitation and resettlement plan. The course would also discuss applicable central/state laws such as Panchayat (Extension to Scheduled Areas) Act (PESA), The Forest Rights Act, 2006, and the Companies Acts, 2013.

    How to make Term of References (ToRs) 
    • Reconnaissance and baseline survey — data need, data collection, collation and interpretation

CSE's short term training programme on Social Impact Assessment to be held in New Delhi from 20-24 January, 2013.

Objective:The objective of this programme is to build capacity and create awareness among regulators, developers, NGOs and academicians to understand SIA process by sensitising the stakeholders on the
ecological perception of human habitat in India, the political economy of natural resources, governance and emerging land conflicts and the local and environmental impacts of development projects. The course would also cover in detail the applicable Central/State laws and policies related to land acquisition, resettlement and rehabilitation,

Introduction
India is embarking into the era of rapid economic development and social integrity. Significance of the Rolex Award of Enterprize

Piyush Tewari - Winner 2010 Rolex Award for Science and Health, India
A graduate from University of Delhi, Piyush had built a successful career in Private Equity. However, a road mishap in his family changed his course of Action altogether,imbibing in him the spirit of shield and protection for human race.
After discovering that basic life support, after a road accident, might have saved his 17-year-old cousin's life, Piyush Tewari , in February 2008, set up the SaveLife Foundation (SLF) to train police and bystanders to give emergency care to road victims in those first vital minutes before professional help arrives. The foundation trains police officers and volunteers on rapid care including trauma management, control of bleeding and spinal immobilization for road accident victims. Over the past 4 years Save LIFE has trained over 2500 Police first-responders in Delhi leading to a significant enhancement in survival rate of accident victims.
Chanda Shroff - Winner 2006 Rolex Award for Laureate, Cultural Heritage, India
Ms. Shroff  won recognition for "empowering rural women" regardless of their religion or caste or class in the Kutch region of Gujarat. She developed a unique, sustainable means of income generation for village women. She got the local women to produce saris with exclusive embroideries. The first exhibition of saris was held in October 1969 in Mumbai with considerable success. The profits were re-invested into building the organization ‘Shrujan’. Currently Shrujan empowers more than 3,500 women across 100 villages in the Kutch region Gujrat.

3 Ways to Improve Social Enterprises

India is a country of Sharp contrasts.On one hand one of its richest state Gujarat boasts about its economic turn around,but on the other hand a UN health report reveals that large number of Gujarati women are malnourished. Likewise India is rated as the biggest source of Billionaires in S.E.Asia, by Forbes,yet  around 40% of the total Indian population livebelow poverty lineWhat lacks is a proper framework of development that includes social alleviation policies and social innovations.

Social Enterprise is not new. Vinoba Bhave, the founder of India’s Land Gift Movement, Robert Owen, the founder of cooperative movement and Florence Nightingale, founder of first nursing school and developer of modern nursing practices are few examples of Social entrepreneurship. The issues that social enterprises deal with are social justice, inequality and inclusion,  environment, trade justice and development.
 
Short-Comings of Existing Framework
In the twentieth century Social Enterprise has embraced charities and community organisations.
1.The way social enterprises operate now is often to address the  limitationsof public service provision. Some social enterprises, based on charities, are established to meet needs.

especially niche and specialist needs as consumers have become increasingly aware of their distinct needs and able to voice their demands. Social enterprises are often developed just to cater for needs which the state does not fully meet.
 
3.The state Governments create a culture of paternalism, encouraging a dependency culture.Here Social enterprises  come to see themselves as recipients of solutions delivered to them by professionals rather than participants in creating solutions. 
 

However, Social enterprises should have their own Business values built on a model of self-help that encourages people to be participants in creating solutions for one another. They should mobilise peer-to-peer systems of support, for example, rather than relying on 
professionals. Thus,Government needs a framework for social innovation that improves social outcomes.

 
Strategies to Improve the Framework
 
1. Larger Scale = Greater Impact  
In-order to strengthen the existing Social Enterprises,these businesses should Champion the Economics of Scale.Enterprises should operate at a National level and a become household name.Organizations must find ways of clustering together, helping themselves to form alliances, federations and networks that give them scale. The Grameen Bank has achieved this, first in Bangladesh and then around the world. Grameen is impressive because it operates at scale.
 
2.Social Innovation Platforms = Social Enterprise State

The government should create Social Innovation platforms at Public Level. This will bring together the public sector, private companies and social enterprises to address shared problems and opportunities, such as provision of home- based services for the elderly, to combat social isolation. A shift towards more local governance such as local carbon trusts to drive down CO2 emissions– would create the conditions for much more local social innovation.

3. More Socially Responsible Businesses = More Disruptive Innovation
Developing Goods and Providing services at radically low costs, so as to bring them in reach of poor consumers.
->The Clinton Global Initiative has done something like this with Aids drugs for the poor, by finding a way to eliminate middle men and distributors so as to get the generic versions of drugs more cheaply. 
->Fair-trade producers such as Café Direct have shown how corporate supply chains can be reorganised to provide commodity producers in the developing world with a higher margin. 

 
Conclusion
Thus,Social enterprises can challenge mainstream businesses to operate in more socially responsible ways. Also, they can inspire consumers to demand such products.

Indigenous Voices at the United Nations

The UN Permanent Forum on Indigenous Issues is an advisory body to the Economic and Social Council, with a mandate to discuss indigenousissues related to economic and social development, culture, theenvironment, education, health and human rights.

Applications for grants under the Small Grants Programme under the Second Decade will be accepted between 1 July 2010 and 1 October 2010.Applications are to be submitted to: indigenousfund@un.orgduring this time period. Applications submitted outside of this timeperiod or to other email addresses will not be considered for funding.The proposals will be assessed by the Bureau of the UN Permanent Forumon Indigenous Issues in May 2011 and successful applicants will receivenotice thereafter. A list of organizations awarded grants will also beposted on this website.

Please note:
- Project must have a focus on indigenous peoples
-All applicants must submit their project proposals in accordance withthe Trust Fund Project Proposal Format and include both a summary sheetand a proposal document
- Projects will be disregarded if the required information is not present.
- Additional information pertaining to the proposal will not be accepted beyond the deadline of submission (1 October 2011)
