Centre for Science and Environment (CSE), a New Delhi based non-profit institution, is currently seeking Deputy Programme Manager (DPM) for its Solid Waste Management (SWM) Programme. 

CSE is one of India's leading public interest research institutes. It is known for its rigorous research and advocacy on environmental and sustainable development issues.  

SOLID WASTE MANAGEMENT PROGRAMME OF CSE
The SWM programme at CSE addresses policy and practices for effective and affordable waste management in India and other developing countries. The programme works with national governments to bring policies that support sustainable solid waste management including plastics and biomedical waste management. The programme works with city governments in India and few African countries to implement solid waste management projects based on segregation at source and decentralized processing. The programme also runs a ‘Forum of Cities that Segregate’, to exchange knowledge and build capacity to achieve effective and affordable waste management in Indian cities. 

The nature of the work of the team is extremely dynamic and includes research, advocacy, implementation and capacity building. 

WORK PROFILE 
The candidate will be required to substantially contribute to the team’s research, advocacy and implementation work. Major work responsibilities include: 

  • Managing and monitoring implementation of projects in states and cities.
  • Preparing reports (both with and without technical inputs), policy briefs, etc.
  • Reviewing policy, rules and regulations.
  • Writing on issues / development related to waste management.
  • Communicating with national and state level officials.
  • Engaging with various stakeholders at the national and state levels to disseminate information and build knowledge/awareness about solid waste management;
  • Organize national and state level meetings and workshops and training programmes to improve SWM policies and practices. 

SKILLS

  • Strong relationship building skills;
  • Excellent programme and team management skills;
  • Good interpersonal skills and experience in working effectively in a multi-cultural environment, with sensitivity to diverse opinion
  • Ability to interact with a variety of stakeholders, including government officials, urban local bodies (ULBs), NGOs, communities.
  • Understanding of other organizations groups, and individuals in the waste and sanitation sector including government policies / reforms. 
  • Excellent oral and written communication skills.
  • Must be able to communicate in both English and Hindi.
  • Must be willing to travel to monitor implementation work.
  • Ability to perform and deliver under tight deadlines. 

QUALIFICATION AND WORK EXPERIENCE
Candidates with a PhD/post graduate in planning, engineering, waste management, sanitation or environment related field with at least 5-8 years of work experience. Candidate should have experience of research, advocacy and training. The candidate should be able to work in a tight-knit and dynamic team that works on wide range of issues related to urban waste management. He/she should have strong networking and liasoning skills, willingness to travel and fluency in both written and spoken English/Hindi.  

SALARY: Salary will be commensurate with qualification and experience.

June 5: World Environment Day Vs the Swachh Bharat dream

This World Environment Day, let us applaud Ravinder Kumar’s matrydom and seek the strongest of punishment for the prime accused and his misguided aides.
I wonder how we are different, really. Ravinder Kumar in one unfortunate moment believed. Believed he could ‘be the change’, the change that can better, the nation he perhaps loved. So often we, the better educated have cringed, scrunched up our collective noses, and walked on. When the Swachh Bharat Abhiyan was stamped upon the nation on October 2, 2014, leaders jostled each other for headline space – outshining each other to show how committed they were. In addition, everyone, from the media to myriad bigwigs aired their pledge to the cause with élan. It had the commoners believe that by 2019 India indeed would suddenly turn open-defecation free. Yes, Ravinder Kumar believed.

Ravinder Kumar did not belong to the army, he was not a politician, nor was he a bureaucrat. He was a nobody. The incident took place at 8:30 pm on May 27, 2017, when the 32 year old e-rickshaw driver objected to two persons urinating publicly near the GTB Metro Station, New Delhi, indicating that they use the nearby public toilet – just a stone’s throw away. The request soon turned into an argument with the infuriated men threatening him with dire consequences. Soon they came back with 15-20 men, beat up Ravinder Kumar, fled, leaving the young victim to succumb to his injuries. End of story.   

Newspapers printed the incident, social media reacted about the lack of human empathy in its sporadic way, and stalwart politicians at the helm from Prime Minister Modi to Venkaiah Naidu routinely condemned the incident and threw in promises to book the criminals and offered a few lakhs in compensation to soften the blow for his pregnant wife. 
But, the projected cost of INR 1.96 lakh crore for the Swachh Bharat Abhiyan may just as well be a waste if civil society stops believing in it. 12 million toilets or otherwise, we still would be a stinking nation full of brats who think it is fine to beat up and kill a poor man who stood up to do something for his nation.

While I congratulate Aasheesh Sharma, Deputy Editor, Hindustan Times for taking up the cause, I urge civil society to demand for a greater visibility of Ravinder Kumar’s sacrifice. A life dedicated to the nation should not be dismissed so easily.

We are celebrating World Environment Day on June 5 – faceless and nameless festivities from various quarters are going to mark the event.
Is there no relationship between caring for the environment and the Swachh Bharat dream? Isn’t cleanliness intrinsic to nature? I believe that Ravinder Kumar should become the face of a movement that seeks public participation at the core. The outrage should be fuelled and propelled by all of us by demanding the fastest and most public punishment for those accused – to make sure that no one comes in the way of a common man and his nation.

About the Environment Governance Group

The Environment Governance Group at CSE is engaged in capacity building, research and advocacy for environment protection.

The major work of the team includes - developing policies/plan and building capacity at the level of policy makers, industry representatives and urban local bodies for better compliance, monitoring and enforcement. The team is planning to expand its work in the brick sector in the next year. The major focus of the team would be policy research and advocacy for cleaner brick production in the country which includes both clay and flyash bricks. The team would be working with policy makers, regulators and brick kiln entrepreneurs. 

Work Profile: 

The selected candidates are expected to be experts in the field and contribute towards policy research and advocacy work in the brick kiln sector as well as experience in delivering capacity building programs in the area. 

Specific tasks include: 

  • Research on policy matters and contribute to capacity building programs;

  • Analysis and interpretation of the data/ information as required for specific research work;

  • Preparation of reports, communication materials, and other publications as necessary;

  • Communicating and networking with a wide range of stakeholders for effective advocacy;

  • Travel as required for the work.

Environmental Impact Assessment (EIA) is an important tool for decision makers, regulators and stakeholders to understand the potential impacts (adverse as well as favourable) of the developmental activities on environment and society. EIA is a process to internalize the externalities associated with the project activities and cost for decision—making.

Centre for Science and Environment is conducting a five-day training programme aimed at giving practical inputs to participants on conducting sector— specific EIA for mining, power, cement, and industry sectors specified under EIA Notification 2006.

The training inputs to participants would improve their understanding of:

1. Screening and scoping of the study, including identification of legal requirements and formulation of ToR

2. Understanding relevant baseline data to be collected (primary and secondary) and the methodology of data collection

Ban on plastic packaging and labelling

In last few decades we have seen the miss-utilization of technology by innovating non sustainable plastic packaging and promotional branding in various products. This promotional materials can neither be re cycled nor get decompose, resulting major waste problem. As there are no waste management system available in most of the cities this by products are either burned or dumped in a ground,  again resulting major hazardous environment issues.

Environmental Impact Assessment (EIA) is an important tool to inform decision- makers, regulators and stakeholders, about the possible environmental, social and economic costs of the proposed project. To be effective, it requires the active involvement of all concerned stakeholders.

There is a genuine need to develop the capacity of the state-level regulators and state level expert appraisal Committee (SEAC) to screen and scope the EIA process, to conduct transparent public consultations and to evaluate the EIA reports, especially after the new EIA notification. At the same time, there is a need among CBO, NGOs, academicians, and environment managers to review and interpret EIA report, as they are technical in nature.

Centre for Science and Environment recognises this need and has developed a hands-on five-day training programme aimed at giving practical exposure to participants on EIA with specific reference to coal based power plant, cement, pharmaceutical, mining and others. After the programme, the participants shall have:

1. Exposure to all aspects of EIA, from its theory to the practical – such as better understanding regarding

  • What data is required, how this data should be collected and interpreted, and significance of the data

  • Effectiveness of the assessment methods

  • What issues should be addressed in the Terms of Reference (TOR)

  • Tools and thumb rules available to evaluate the environmental impact of projects

2. Better understanding of the EIA process – from screening, scoping, data collection to impact assessment as well as the role of public consultation 

3. Better understanding of the environmental and social impacts of the industrial and developmental projects

4. Better ability to review EIA reports and identify its strengths and weaknesses

5. Increased ability to play active role in post-EIA monitoring.

The financial institutions have an important role to play when it comes to reducing environmental and social risk associated with a project. Their role becomes significantly important considering severe capacity gap with different institution entrusted with the job. Therefore, it is imperative for the financial institutions to conduct a proper due diligence of a project before financing them. This will not only save them from reputational risk but also from financial risk. Considering the role financial institutional can play in ensuring environmental compliance and social acceptance of a project, Centre for Science and Environment is organizing a two days workshop on“Environmental and Social Risk in Project Financing” that will address the issue of proper environmental and social risk assessment during financial due diligence and why it is important for the financial institutions. The workshop will be held at Mumbai in December 2015. The objective of the workshop is to understand the importance of duediligence process, how it is being implemented by financial institution in the country and the ways by which this process can be made more effective and much better.

Centre for Science and Environment would like to invite candidates to submit a paper for the above mentioned workshop. This workshop will act as a platform for researchers and practitioners to present new research and developments in the area of environmental and social risk issues, and how the financial institutions can help minimize these risks and effectively cut down their losses and NPAs.

Kindly indicate your intention to submit your full paper to the email address given below with the title of the paper, authors, and abstract. The full manuscript, as a PDF file, should be emailed to this address on or before the given deadline. Authoring guidelines/specific format shall be mailed to you after the review panel receives your letter of intent.

The selected authors will be invited to present their paper(s) at the workshop. CSE would be providing travel and stay expenses for the selected speakers, and give them honorarium for their paper and presentations.
