Rapid urbanization and rising consumption of goods make waste management in India a massive challenge. Urban India produces 62 million metric tonnes (MMT) of municipal solid waste every year, 31 MMT of which is dumped in landfills and dumpsites. Figures for recycling are abysmal; for instance, only 1.5 percent of e-waste is recycled. Mixed-waste collection patterns add to the challenge of plastic-waste management. The need of the hour is to shift the focus of waste management towards source segregation, recycle and reuse.

The Centre for Science and Environment (CSE) has been working on policy and implementation with regard to waste management at the national and global levels. In 2016, it published Not in My Backyard, a seminal report on the existing status of waste management in the country

The Anil Agarwal Environment Training Institute (AAETI), a CSE initiative, recognizes the need to segregate, recycle and reuse, and offers an advanced five-day training programme on ‘Integrated Waste Management’. The objective of the programme is to provide a better understanding of the key aspects of management of solid, plastic, biomedical, construction and demolition (C&D), and e-waste; technologies involved in their treatment; legislative framework; and stakeholders involved.

What direction should waste management take in North East India? What does the future hold in store? Are landfills the answer? Is Waste-to-energy technology still a good bet? Why segregation is the key? These are some of the questions that come to our minds when thinking about the fragile ecosystem of North East India.

Of the 14 cities, that CSE rated, we have rated Aizawl, Agartala and Gangtok from North-East. The system for rating cities was to determine who is the cleanest of them all in terms of solid waste management. It is clear that cities that are segregating their waste have been able to effectively process and treat it and have achieved the status of zero landfill cities. While, some cities are doing - part segregation and part treatment. And then, there are a few cities, that are visibly clean but dumping their waste.

Centre for Science and Environment (CSE), New Delhi is releasing its book ‘Not in My Backyard: Status of Solid Waste Management in Indian Cities’ in Guwahati, Assam. The book release shall be followed by a discussion with municipal commissioners, regulators, urban planners, consultants and NGOs on the need to have zero landfill cities across North East India.

Environmental Impact Assessment (EIA) is an important tool to inform decision- makers, regulators and stakeholders, about the possible environmental, social and economic costs of the proposed project. To be effective, it requires the active involvement of all concerned stakeholders.

There is a genuine need to develop the capacity of the state-level regulators and state level expert appraisal Committee (SEAC) to screen and scope the EIA process, to conduct transparent public consultations and to evaluate the EIA reports, especially after the new EIA notification. At the same time, there is a need among CBO, NGOs, academicians, and environment managers to review and interpret EIA report, as they are technical in nature.

Centre for Science and Environment recognises this need and has developed a hands-on five-day training programme aimed at giving practical exposure to participants on EIA with specific reference to coal based power plant, cement, pharmaceutical, mining and others. After the programme, the participants shall have:

1. Exposure to all aspects of EIA, from its theory to the practical – such as better understanding regarding

  • What data is required, how this data should be collected and interpreted, and significance of the data

  • Effectiveness of the assessment methods

  • What issues should be addressed in the Terms of Reference (TOR)

  • Tools and thumb rules available to evaluate the environmental impact of projects

2. Better understanding of the EIA process – from screening, scoping, data collection to impact assessment as well as the role of public consultation 

3. Better understanding of the environmental and social impacts of the industrial and developmental projects

4. Better ability to review EIA reports and identify its strengths and weaknesses

5. Increased ability to play active role in post-EIA monitoring.

Centre for Science and Environment recognises Social Impact Assessment (SIA) as an important tool to inform decision makers, regulators and stakeholders about the possible social and economic impacts of a development project. To be effective, SIA requires the active involvement of all concerned stakeholders. CSE has developed a five-day training programme aimed at giving practical exposure to participants on SIA with specific reference to infrastructure, mining and other industrial projects.

The programme is designed based on the new Act, “The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013”, and will be relevant and effective for SIA practitioners, officials from state land department, municipality, district collector, sub-divisional magistrate, developers, academician, students, NGOs etc.

The objective of this programme is to build a cadre of trained professional who can conduct and review SIA reports. The programme will also impart understanding of the issues and challenges in land acquisition, enhance skills in socio-economic surveys, public consultations, data collection, planning land acquisition and rehabilitation and resettlement plan. The course would also discuss applicable central/state laws such as Panchayat (Extension to Scheduled Areas) Act (PESA), The Forest Rights Act, 2006, and the Companies Acts, 2013.

The fast growing economy, rapid industrialization and growing urban population in India along with increasing wastewater generation are some of the major reasons for concern and reiterate the need for appropriate water management practices. Centre for Science and Environment recognizes this need and has developed a five-day hands on training programme aimed at giving practical exposure to participants on wastewater treatment for industrial and urban wastewater management including reuse and recycle.

Centre for Science and Environment (CSE), New Delhi is going to organise a hands-on two-day training programme aimed at giving practical exposure to participants on EIA with specific reference to wind power projects.

The objective of this programme is to enable stakeholders to understand the likely impacts of the project and allows them to make sound decisions during various stages of project development.

As of 2012, India has exploited only 18% of its total wind power potential. Majorly, the country’s total wind power potential is concentrated in the southern and western states- Tamil Nadu, Andhra Pradesh, Karnataka, Maharashtra and Gujarat. Most of these potential sites are located in the forest areas. To harness the maximum potential of wind energy with reduced impacts it thus becomes very important to undergo for an EIA for wind power projects.

CSE’s two day training programme to be held in Bangalore on 17-18 September, 2013, aims to address the following points:

  • Why EIA is important for wind power project?

  • Environmental and social issues associated with the sector

  • Applicable policy, guidelines and legal provisions for the wind power sector  in India

  • Comparison of  EIA process in different countries for wind power projects

  • Data collection

  • Prediction, evaluation and  assessment of impacts

  • Importance of avian fauna assessment , technique and evaluation

  • How to prepare an Environment Management Plan (EMP)

  • Best practices associated with wind power sector
