As far as Air modeling is in question, apart from EIAs (for which it is almost mandatory) generally project proponents who have plants close to dense human habitats, forests or other eco-sensitive locations or complex terrain/coast line prefer going for dispersion modeling (as a separate exercise).
Remember one time, one such person wanted to get it done because National Board Wild Life wanted him to ensure that the plant's emission has no impacts on forests located 5-7 km away.
