    Dear Dr Rao sir

Thanks for sharing info and your international experience. Your initiative on Door to door collection of waste paper is respected and appreciable. Honble minister must know that we are improving  in MSW.

Hope you may accept that the civic sense of the public is also poor even after

so much of awarness created. Each one thinks that SOME ONE WILL TAKE CARE if the waste is put in dust bin / containers. The cycle of responsibility gets transferred from Central-State-Corp/minicipality - panchayat- village ULTIMATELY in every stage THE  CONSERVANCY WORKERS are only DOING THE WORK. In my words THESE WORKERS ARE THE REAL INDIANS DESERVE TO RULE THIS COUNTRY. BUT they are never encouraged.

For your kind info, one of the municipality went for PPP on MSW mgt (collection - transport-disposal)  continued for few years and all off a sudden, the civic body wanted to close the contarct with a notice of non perrformance by private contractor and said that WE WILL RECRUIT CONSERVANCY STAFF AND MANAGE MSW on our own (back to old method), the surprise was on the final day of appln, the response was only 45% against the total 3000 vaccancies. The PPP contractor smiled and said that THIS IS THE SAME REASON which created PROBLEM IN MOBILISING PEOPLE by us also inspite of better compensation against govt salary.

Point is WETHER IT IS MANAGED BY PRIVATE OR GOVT, the problem of collection is more or less same. Because conservancy workers are to be taken from the DOMAIN which is very limited. None of the other labour is interested in conservancy works.... all of them want to go for white colour jobs............ if the same trend continues scenario of MSW will be tough....( one of the estimate says that  by year 2047 india would generate about 260 million tone /yr ) we consultants/experts /professionals / minister/commsr all have to jointly work out a strategy otherwise Waste mgmt companies / consultants like us will only be left in this field..... of course ( like in war footing, if situation warrants, i wish that Govt may utilise the services of military if civil people fail to clean up, this itself is a mini emergency............ and charge the expenses to civic body).

Hence, it was suggested in an open forum as below ( few items):

    1. Attract youth in conservancy works by giving them recognisation that this job is equal to ARMY job highly respected with attractive compensation on par with other industrial works

    3. Special incentives like free ration /gas / medical check / travel pass etc for A FAMILY which sends atleast one son /daughter for this conservancy job.

    4.  Atleast once in a month a team with Honble CM /Mayor /Commsr / Engrs /Staff / Consultant / contractor MUST JOIN IN A STREET CORNER AND PRACTICE THE CLEANING UP OF THE STREET /PICKING MSW ETC... so as to motivate the youth /public that ALL ARE SAME AS FAR MSW IS CONCERNED.

If all of us join in principle, we may plan to  invite the same honble minister for this Street cleaning show ( either at hydbad /blore /chennai/delhi) by calling the respetive CM/Mayor etc., in which CONSERVANY STAFF are to be treated as VIPs and THE TEAM MUST START CLEAN UP PROCESS..... media must catch up...  ( say title real INDIANS)

We have to ask  Honble ministry " WITHOUT ADDRESSING ISWM in practice wrt MSW rules how can GOI has committed for 20-25% cut in carbon emissions"?.

Just shared my views on the broad interest on subject & nation.  Surely MSW is one of the major cause of concern in india, we are improving stepwise BUT HONLBE MINISTER MUST ENCOURAGE INSTEAD OF COMMENTING ON THE NATION.... WISHING TO BE A GOOD LEADER...

With this , we may continue pls in next mail

    Regards

    Jeyaram

Dear Dr Rao, i agree with YOUR DISAGREEMENT with Honble minister reg his statement on waste.

    Your response is nice.

A minister must lead the team of cleaning the country NOT SIMPLY COMMENTING ON OUR NATION.

Let us ask him whether he cleans up dirt at his own office?. If not we may give him " Noble Price for his dirty office.

    Dr. K.S.M.Rao said:

I disagree with the honourable minister
We have just about started on this aspect in this country and we will see good days ahead
  • As usual, if Nobel Prize for Filth is awarded, Mr Jairam will be in the proud team visiting Stockholm to receive it.

We can put some questions back:
    1. When did Mr Jairam realized this fact (only yesteday when he ran out of ideas for media attention)
    2. How many schemes he has formulated thru his ministry for SWM?
    3. Has he taken any initiative to update MSW tecnologioe thru the intervention of his miniostry?
    4. JNNURM is still advocating a technology used in 1950's in Europe and modified or discarded.
    6. If he is really serious, allocate Rs 5000 crores for three years, organize result-oriented, energy efficient, low-foorprint technologies, and oversee its implemtation. Let less boisterous mortals manage corruption in his ministry.
    Otherwise
  • Irresponsible statement, esp when it is coming from a Central Minister.
The JNNURM (Urban Renewal Mission) is funding multiple Municipal bodies on urban development work - 'cleanliness' can be an evaluation parameter to channel further funding. They have guidelines/parameters fixed for sewage, drinking water, SWM, etc - it would only need a further extension.
  • What a disgusting comment? Being a responsible person he should have not commented like this rather he should look and discuss the problem and take initiative to become the cleanest cities of the world.

Lets initiate some National Level awards for the Municipal Organisation and check out which town or cities is the cleanest.
