CPCB -ambient noise standard, it is measured based on the prescribed norms/standard for higher and lower level for various places such as schools, hospital, market, highways, residential , mining , industry and so on . There is also BS, WHO Standard for comparative assessment .
There are few papers published find attached for methodology and compare the standard. If I am correct Dolphin institute has published one paper for noise level assessment for Dehra Dun.
Generally , state pollution control board monitor the noise quality like other air, water etc . However, the approval certificate for marriage DJ is issues by Municipal authority , if U see the marriage halls in Dun it is allowed up to 11.00 Pm in the night.
These days the simple birth day party goes up to midnight with DJ, found fatal for neighborhood heart patients in Dehra dun. The cars that ply in doon road has DJ, the vibration is so high ………./? Sometimes U start feel ....... is there a ( CPCB, MOEF) standard exists in India.

By using these standards you can perform various types of work in hilly area and can prepare standard policy or management plan for noise pollution control..

MoEF has issued a guidlines and notification in Jan 2010. Please see ministry of Environmrnt and Forest

I would like to know the authority who is responsible for noise level control in cities.Suppose few persons are using loud speakers in late night.So,to who can we inform about the issue?
1) Timing of any loud speakers used....shouldnot be allowed early morning and after 6pm.
2) proximity of those loud speakers to educational institutions
3) No Horn zones to be established near hospitals and religious places.
4) Bikes fitting car horns to be penalised.
5) Distribute pamphlets on why a Horn should be used?In western countries no one uses a car horn unless they want to alert someone about a problem.In our country drivers are very Hyper and will go on using the horn tillthey overtake the vehicle in front of them.
