for QMS documents (manual, SOPs, WI, policies, objectives, programs, etc) you may download relevant templates (as per IS/ISO/IEC 17025 : 2005) and make it suitable to ur lab's scope of activities.
and u may have to work a lot (u have to develop almost 25 procedures - QSPs and implement them).
U have to estimate the measurement uncertainties,
U should be familiar with analysis, etc.
I feel, it’s a herculean task for u to do it on ur own.
better seek the help of consultants.
Coming to accreditation,
it is done by NABL
if u visit, NABL site u will get the fee information depending upon ur testing scope.
u may even call up concerned persons in NABL to have details.
Be aware that the accreditation process itself is a big task.
U even have to undergo certain trainings to establish ur competence which includes NABL assessor training. Etc.
