1. The EIA Drafts published are more in the format of a contract job. Require extensive remodeling.2. We, in India, lack environmental and engineering guidelines. For example, stormwater management is the biggest issue in most land use projects. We should have formulated BMP guidelines for stormwater management during construction and operation.3. The competence of experts doing EIA and assessing the reports are lack "true" expertise. These limitations give a long rope to licensing agencies.4. There is no mechanism to to see that the information is available to public.5. There is no mechanism to monitor compliance.6. Fraudulent data are widely used in EIA reports.

    I agree both of your views. I just want to add something more in that. As Mr M V RAGHAVACHARYULU said about sufficient amount. It is also important to ask for sufficient time. most of the time clients want their report to be prepared at very short time, which is not possible if u want a detailed and genuine study.

    You have added more information on points I have raised.
    (i) IMD data and other data generated by govt agencies must be freely available to the public. For more refined data services, they may charge reasonably. Archived data with no user is a wasted resource.
    (ii) Accreditation service should include individuals and institutions. This is very important in our country. International aencies look upon on our data gathers with contempt. Most are established frauds. We have no sytem of professional certification of laboratory and field staff. "Professional" certification includes professional ethics, and professional skills. It is urgent that professional certification process is immediately started for environmental monitoring and EIA personnel.
    (iii) Precise engineering guidelines and standards should be set for environmental remediation.

    I do agree with the facts mentioned. But if we look in to premier institutes or even the policy makers how many are collecting the data for the entire season for preparation of EIA report. How many clients are paying the exact price for the entire data collection. if one consultance quotes for Rs A lakhs then other consultance quotes for A-X lakhs in order to achieve the work. then definetely the quality degrades. Now the indian government is bring a new policy that only NABET recognised consultants can take up the project. But this is not going to resolve the problem. what i strongly feel that a committee from QCI has to be formed should make a financial analyse and a universally acceptable amount (sufficient for manpower, transportation cost, stationary & printing cost, study cost and profit margin which should be more or less equal to all clients should be prepared. so that the report is prepared in a qualitative manner
