Can anybody give any idea about whether EIA is required for a 5 mwh diesel generator in a township project within 9 kilometers of an international border? Who will deal with the matter State PCB or MoEF? What is the rule?

If a project has already received EC before 2006 but wants to install a DG sets whose total capacity is crossing 5 MW, in that case is EC needed for DG Sets?
If its under Category 8 (large buildings and townships), depending on the area covered, it would be dealt with by SEIAA or EAC of MoEF. In any case, a Consent-to-Establish is needed from SPCB.
The first column reads Sl. No. and the second category (Thermal Power Plants). Only if this is satisfied, then you go into the fuels and capacity.

Sl. No. 1(d) specifically talks about Thermal Power Plants only. It reads 1(d) : Thermal Power Plants.
Thats why the question, is a DG Set, a Thermal Power Plant??

If a 5 MW DG Set (Taking all DG Sets together) is a Category B Project which requires EIA and A is General Conditions apply, then any Building Project and Township Project should be cleared by EIA with Public Hearing not Form 1 and Form 1A as Thermal Power Plant is more grossly polluting than a Building or Township Project. And no red category industry (specially Thermal Power Plants) is allowed within any metropolitan area. In that case, even a small DG Set should not be allowed, as it is a Thermal Power Plant.
When I searched for the definition of Thermal Power Plant, it says, steam should be generated. Where is steam generated in a DG Set?
