U can refer the following url to have an idea about the RATA test (not the exact procedure) (to have procedure first the Scope - what needs to be tested, needs to determined).

It needs to be done once in 3 months (4times/year).
If possible, try ur self.
u may ask for technical assistance.
If u are willing to outsource, then the cost may include
- a calibrated CEMS for reference with online monitoring and data acquisition system.
- TA/DA to travel
- other consumables
- Institutional overhead
- arranging other necessities like visa etc
- for any problems, jurisdiction will become bangalore.
If u feel its hectic to do yourself, u can convince ur client and let me know so that i will forward a formal quote for the approval and processing.

Thank you so much for your response,actually the location for testing is in qatar..one of my close client asked me for the outsourcing the services..i also belongs from environment consultancy but i dont have the facilities for RATA testing..if you can share me the further details of the testing,then i will forward it to my client for getting the work order.

Which part of India, u require the test to be carried?
If it is near delhi -u may approach Sriram, bangalore - again Sriram, Shiva, etc.
I belongs to a reputed institute in Bangalore with excellent research and consultancy facility. If u can bear the cost (relatively higher as we insist and even practice quality), we too can do the test for u at ur place and certify ur CEMS.
