Gazette notification, OM, Acts where the species specific conservation plan is mentioned Please provide

I can find the species specific conservation plan only in Model TOR and EIA mannuals,

But I am unable to find the Gazette notification, OM, Acts showing need of species specific conservation plan for EIA of building construction projects
