Here's another slap in the eyes of unscrupulous environment professionals who cook data to help their masters. Something that we have been discussing on Indian Environment Network for years now. I am sure that from all these discussions one day we will be able to develop a model code of professional conduct for members of IEN , abide by it and truly say, to everyone one "We don't do it"!!
The National Green Tribunal is the latest to point out that consultants are including “cooked data” in the key environment impact assessment (EIA) reports which determine green clearances for industrial projects. The Tribunal has told the government to come up with a mechanism to ensure authentic data.
The Tribunal made its comments last week while suspending the environment clearance given to Scania Steel and Power for the expansion of its sponge iron and captive power plant project in Chhattisgarh, on the grounds that no public hearing had been held.

It is not bad or difficult for new entrants. May be difficult for fresh grads. Qualification and experience are well defined. Fresh grads should enter in to an organization and get experience and training.

The usage of Cooked data in Reports is common these days not only in EIA Reports but also in several other research papers, Reports and Project Reports. It is being carried out by several esteem agencies/organizations. This is mainly due to pressure from clients/concessionaires and financial aspects as well as the non-ethical thinking of the professional. Several times the Environmental professional do not visit the project site at least once but submits project report/s just browsing internet for information. However, now MoEF has taken stringent actions and passed notifications so as to culminate the practice of using the cooked data. It is better to use fresh data or secondary data available from Statutory bodies. It is the ethics behind an Environmental Professional to do justice to the service or not to do. And strict regulation has a greater role here. True professionals always win.

QCI-NABET accreditation has made things difficult for new entrants in the field as it involves considerable expenditure and till then a firm would keep paying salary and bear all expenses on running business. Secondly, it does not ensure that cooked up data will not be used.
Proximity to the capital and the ministry can do wonders, but such wonders have never helped to conserve the tenets of professional ethics. This will continue till our government officials and ministers themselves become professional.

It is disheartening that professionals are compromising with their professions. This is not new and uncommon which has been brought out a number of times. Tha's why the Ministry of Environemnt & Forests has developed a scheme for accreditation of EIA consultancy organization through QCI-NABET, in order to bring the consultants at one plateform and improve the quality of EIAs. However, the scheme has been challanged sometime back which is really shocking that the professionals do not want to have ethics in their profession.
However, we also cannot fully blame the project consultants as such practice will continue till so far the project proponents engage the consultants for conducting EIA studies and the consultants have to do as per the requirements of the project proponent. This can be curtailed, if the studies are being conducted by the Ministry themselves through registered and/or accreditated consultants similar to the developed countries.
Thanks for the reply, actually public enterprise is suffering from the delay in the completion, incomplete reports, and compromise at the working ethics due to the pressure of private party and their "..So called consultants"onsultants There has to be a system for the selection of Consultants on the basis of their field and competance.
