There is one solution for hourly met data what AERMOD AERMET requires. go to the website www.meteo.infospace.ru I hope this URL may serve your purpose.
Perhaps I misjudged your question...but I use BREEZE AERMOD 7. Still to upgrade to Breeze 7.3 (EPA AERMOD 11013).
We have tried running ISC ST3 and AERMOD to the same met data (for 2009-10) and emission (point) sources. Although all the inputs were same, the results were strikingly different. ISC-ST3 averaged the annual winds speed and direction, thus producing an averaged out set of isopleths. AERMOD sliced the met data into season and provided seasonal isolpleths, that was true to the windrose. Also the highest GLC value predicted was much higher in ISC-ST3 than in AERMOD.
Thus, without having any prejudice towards Indian regulations, feel that AERMOD is a much sophisticated tool. If used cautiously, it could predict more accurately (please see http://www.epa.gov/scram001/7thconf/aermod/compar.pdf) and could probably save the day for our clients. Its costly, but that could be offloaded elsewhere, by some other means.

Commercial packkages are of Lakes' Aermod As well as Breeze Aermod both has got other module too like ISCST3..Check their website....Lakes' is the best with all necessary input provision to get accurate results....
