I need a clarification, for an Environment and Social Impact Assessment project (ESIA) , (Non- regulatory ) following Equator principles, does a lab needs to be accredited from both MoEF and NABL to conduct environment monitoring study?

Knowing the working culture of MoEF & CPCB, it is always advisable to have NABL accreditation which is linked to international agencies.
Environment Monitoring Lab needs to be accredited by MoEF through Central Pollution Control Board (CPCB).

yes , it is mandatory for an organization to get outsourced by an MoEF accreditated lab but NABL accreditation is optional for the lab, u can contact any accreditated lab & MoEF for all other details for conduction of environment monitoring
For any EIA related information, data and information generated by an accredited lab is necessary. In many instances, MoEF officers do not critically look in to the matter unless there is an intervention. Even otherwise, for third party use, only data generated by accredited labs are accepted.
If it is non regulatory and otherwise not specified by the respective agency (in this case IFC) one does not need MoEF accredited laboratory. But yes, the records needs to be kept for verification in future during the assessment.
