Environment Clearance Requirement

Dear All,

Can anyone focus and help me for Environment Clearance.....

We are mfg. speciality catalyst and have all relevant permission from pollution control board.
Now we are planning for expansion by introducing 2-3 new reactor within existing premises with new products which is not mentioned in EC,NOC as well CC&A. There is no any additional pollution load due to proposed expansion.

Can anyone help me applicability of EC in this kind of scenario??? also share if have any circular related to exemption in EC criteria...

    Thanks for valuable suggestions and feedback on Environment Clearance Requirement. i was in impression for exemption of EC if there will be no increase in Pollution load such as Air,water and Waste.

    There was a draft notification in 2009 ,which says exemption of EC if there is no change in pollution load due to proposed expansion.

    Now got clear based on expert suggestion.

  • The new products proposed by you may not be appearing in the EC notification but you can always find out the category (mentioned in the Annex of the notification) under which these will fall.

    As per EIA notifications till date, the case would fall under either hazardous or non-hazardous category depending upon the substances used in the reactor. 

    As you have mentioned that the products do not get mentioned in EC, NOC or Consent to Operate, suggest you should first get clarification from respective SEAC through a simple letter, which could be put up in their meeting. The SEAC can decide for either directing you to undertake an EIA or provide you with specific input. You can proceed accordingly

    This is the best and efficient way to get the case a fair verdict

  • expansion needs prior intimation to board. later site is feasible for expansion.load of reactors and new products raw materiel sources may be prepared  as annex  and take permission from district industrial corporation(DIC)

    I am agreed with Mr. Arif for applicability of EC as you are going to expand ur project and add 2 nos.of catalyst reactor.There is chance to get EC in first presentation with MoEF.

  • Yes, 

    It require EC from concerned authority because of addition of reactor and change in product also. It also depend on the condition mentioned in your existing granted EC or NOC.

    Yes, You need prior EC for expansion of unit from concerned state authority, if your project comes under the EIA Notification, 2006 list.
