This is to seek advice on provision of "separate environment cell" and separate fund allocation for EMS in EC,consents and Authorisations by SPCB,Moef. SPCB & MoEF prescribe the specific & general conditions in consents and Authorisation that industries should have separate EMS cell and budget allocation for EMS. BUt, all industries not follow this. So, anybody can throw light on, is there any notification or rules, from where this is prescribed? is there any specification about structure of EMS cell in env rules or any circular/order of MoEF? is there any amount prescribed for budget allocation of EMS? In case of CSR, it is indicated that 2 % of profit should be spent. Similarly, is there any specification for fund of environment? Also, if utilisation of revenue generated from wastes or fuel saving in EMS work-is there any rules/order to support it?
