    Am not sure such certificate courses (approved by any Govt. authority like MoEF/ NABET etc.) are conducted in India.

    Some course are conducted by software sellers/re-sellers, like BREEZE. Such training usually follow a software sale, like BREEZE AERMOD. Also don't think noise modeling is part of the training. You could check out with noise software re-sellers.
